The Hindi Cell stand for guidance and monitoring of the implementation of Official Language Policy of the Union Government in the Central University of Kerala. The Cell started functioning in 2012. The Cell helps the university to implement the OL Policy, OL Act 1963, OL Rules 1976 and all other regulations and instructions issued by the Union Government from time to time. For the effective implementation of the official language, an Official Language Implementation Committee(OLIC) is constituted in the University under the Chairmanship of the Vice-Chancellor.The OLIC meetings are conducted every quarter regularly to discuss the status of the OL implementation in the University.

All the stationeries such as letter head, file folders, registers, forms used in the University are prepared in bilingual form. The Cell helps and monitor the preparation of all boards, rubber stamps etc. in trilingual/bilingual form as per rules. All Degree Certificates are issued bilingually.
The Cell conducts Hindi Workshops for the employees regularly for improving their working knowledge of Hindi. Since 2014 the Cell has conducted 9 Hindi Workshops and an average of 24 staff/officers participated in the workshops.
The Cell introduced the Incentive Scheme for the employees who are doing their maximum work in Hindi and the winners are provided with the following cash prizes:

Every year the Cell conducts Hindi Fortnight Celebration in the month of September. Various Hindi competitions are conducted for the employees, students and the employees’ children and the winners of the competitions are awarded with prizes in the Valedictory Ceremony of the fortnight celebration.

The CUK received RAJBHASHA VISHISHT SAMMAN award from Parivartan Jan Kalyan Samiti, Delhi in 2016 for the commendable steps taken for OL implementation.
The AD-OL Dr.T.K.Anish Kumar received RAJBHASHA HINDI GYAN RATNA award in 2016 from Parivartan Jan Kalyan Samiti, Delhi and his Hindi book titled JANVADI CHETNA AUR SWATHANTRYOTTAR HINDI NATAK received RASHTRIYA HINDI SAHITYA SAMMELAN award for best criticism in 2014

FUTURE PLAN
The present status of Hindi correspondence is 15 % and the Cell aims to achieve the minimum target of Hindi correspondence (55%) as prescribed by the Govt. of India by conducting the training programmes and giving individual targets of correspondence to the Administrative Sections in the future. CUK is a newly established University and the Official Language implementation is going on in a steady and speedy way and we hope that the University will be able to achieve all the targets pertaining to the OL Policy in the near future.

राजभाषा हिन्दी से संबंधित आदेशों के कार्यान्वयन के लिए यह आवश्यक है कि राजभाषा अधिनियम 1963 के अधीन बनाए गए नियमों के उपबंधों के समुचित अनुपालन के लिए प्रभावी जांच बिंदु बनाए जाएँ ।
उपरोक्त ध्यान में रखते हुए केरल केंद्रीय विश्वविद्यालय, कासरगोड में निम्नलिखित जांच बिन्दु स्थापित किए गए हैं - 1) प्रेषण अनुभाग, 2) क्रय विभाग, 3) वित्त विभाग, 4) प्रशासन विभाग, 5) स्थापना विभाग, 6) शैक्षिक विभाग, 7) इंजीनीयरी विभाग, 8) विश्वविद्यालयी पुस्तकालय, 9), सूचना प्रौद्योगिकी विभाग,10) माध्यम संपर्क कार्यालय 11) राजभाषा कार्यान्वयन समिति के सभी सदस्य ।
इन जांच बिन्दुओं को ठोस रूप से क्रियान्वित करने तथा अधिक सक्रिय एवं प्रभावी बनाने के लिए यह आवश्यक है कि निम्नलिखित का पूर्ण रूपेण अनुपालन किया जाए ।

13. राजभाषा अधिनियम और उनके अधीन बनाए गए नियमों के अनुसार जो पत्र, परिपत्र आदि हिन्दी में या हिन्दी और अंग्रेज़ी में जारी होने चाहिए या जो प्रलेख हिन्दी तथा अंग्रेज़ी, दोनों भाषाओं में तैयार किए गए हों , ये उसी रूप में जारी होते हैं , यह देखने की ज़िम्मेदारी, पत्र, परिपत्र या प्रलेख पर हस्ताक्षर करनेवाले अधिकारी की है । अत : हस्ताक्षर के पूर्व ऐसे अधिकारी को यह सुनिश्चित कर लेना चाहिए कि ऐसे पत्र, परिपत्र या प्रलेख आदि हिन्दी में या द्विभाषी रूप में तैयार किए जाएँ । |

In order to ensure implementation of the orders related to Official Language Hindi, it is essential that effective check points we made for complying with the provisions of rules under the Official Language Act 1963.
Keeping the above in view, the following check points have been made in Central University of Kerala, Kasaragod –

In order to make these check Points effective, it is essential that the following is complied with fully.
